Frances Jasmin, 28, of the Bronx is charged with leaving the scene of an accident.

Last month, a lawyer for Cindy Jasmine, the car's owner, said it was her younger sister Frances who was behind the wheel.

The lawyer said Frances suffered a mental breakdown because of the accident and checked herself into a hospital.
